Creamed Tuna Over Rice

4 tbsp margarine
4 tbsp flour
1/2 tsp salt
1/8 tsp pepper
2 cups milk
1 can tuna, drained
Melt margarine over low heat. Add flour, salt and pepper. Stir until well blended and bubbly. Remove from heat and stir in milk. Return to heat and cook, stirring constantly until smooth and thickened. Add tuna and heat through, stirring constantly.
Serve over prepared rice.
